Council shall, except as otherwise provided in this section, meet in regular session at the Village Municipal Building at 7:30 p.m. on the first and third Wednesday of each month. Should any holiday fall upon the date for a regular meeting, Council shall appoint another date within the same month in lieu thereof. The Mayor or any three members may call special meetings upon twenty-four hours' notice to each member, served personally at his usual place of residence.
