(a) No person shall stop, park or leave standing any vehicle, whether attended or unattended, upon any street or highway right of way in a business or residential district, when the snow accumulation exceeds two inches. Such prohibition shall continue until the snow removal has been completed.
(b) Whenever any police officer finds a vehicle upon any street or highway in violation of this section, such officer may provide for the removal of such vehicle.
