The Municipality shall have Departments of Law and Finance. Council may establish by ordinance new departments and divisions thereof and with the exception of departments established by this Charter, Council may combine, separate, or abolish departments or divisions thereof as it may deem necessary. The Council may authorize and require one (1) person to be the head of two (2) or more departments. The Municipal Administrator shall appoint the head of each department created and authorized by Council provided that the appointment of each department head shall be subject to confirmation by a majority of the members elected to Council. Until other provision is made by ordinance, the Municipal Administrator shall be the head of each Department.
