311.04 SKATEBOARDS; ROLLER SKATES; ROLLER BLADES.
   (a)   "Skateboard" shall, without limitation, include any vehicle or device consisting basically of a board or platform mounted on wheels or rollers whether powered by gravity, muscle power, mechanical or motorized means, which is not equipped with a positive, mechanical means of steering such vehicle or device.
   (b)   "Roller-blade" and "roller-skate" shall without limitation, include any vehicle or device either shaped to fit the foot or the sole of a shoe and mounted on wheels or rollers whether powered by gravity, muscle power, mechanical or motorized means, which is not equipped with a positive, mechanical means of steering such vehicle or device.
   (c)   No person shall ride a skateboard, roller-blades or roller-skates on public property or public sidewalks or public streets except that skateboards, roller-blades or roller skates may be ridden on sidewalks in areas zoned residential and designated areas within the Village park so long as they do not infringe on the safety of pedestrian or vehicular traffic.
   (d)   Whoever violates this section shall be given a warning on the first offense. On a second violation by the same person and if the person is a minor, the skateboard may be impounded and a parent or guardian notified and the skateboard shall be released if requested within thirty days by a parent or guardian. A second violation by an adult or a third violation by a juvenile shall constitute a minor misdemeanor.
