373.10 RIDING ON SIDEWALKS.
   (a)   No person shall operate a bicycle, skateboard, scooter, roller blades, roller skates, or other motorized or non-motorized vehicle upon a sidewalk within a business district or upon a sidewalk where signs are erected prohibiting such operation.
   (b)   The prohibitions set forth in subsection (a) above, shall not apply to the operation of a motorized or non-motorized wheelchair or other apparatus, the primary purpose of which is to provide transportation for a person who is handicapped.

   (c)   Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
