163.02 DUTIES.
   The duties of the Housing Counselor include the following:
   (a)    Outreach. To provide educational tools and to encourage self-help rehabilitation, the Counselor shall be responsible for contact with low and moderate income families.
      (1)    Newsletter. A monthly publication composed of various housing-related articles may be published.
      (2)    Resource library. Coupled with one-to-one instruction, a resource library should be established and maintained. Books, pamphlets, etc. should be available for reference'
      (3)    Workshops. Informal neighborhood workshops dealing with:
         A.    How-to demonstrations; and
         B.    Housing information disbursement should be held as needed.
   (b)    Implementation of the Physical C. D. Program.
      (1)    Acquisition. As called upon by the Mayor or Council, the Counselor shall assist in the acquisition of vacant lots and condemned structures.
      (2)    Relocation. When a unit is acquired that is inhabited by either an owner or a tenant, the Counselor shall perform the relocation functions as prescribed by the Uniform Relocation Act.
   (c)    Housing Programs.
      (1)    Housing inspections. Compiling a revised, simple, easy to read housing code, performing housing inspections in conjunction with the Building and Zoning Codes Administrator and reporting the needs of the structure to the family shall be the responsibility of the Counselor.
      (2)    Rehabilitation counseling. The Counselor shall encourage and counsel property owners on the need for and the methods of home rehabilitation.
      (3)    Financial counseling. To assist families in obtaining the necessary financing for their rehabilitation projects so as to tie in with objectives in subsection (c)(1) and (2) hereof.
      (4)    Tenant assistance. The Counselor should actively inform tenants in such areas as:
         A.    Fair housing;
         B.    Tenant/landlord relations; and
         C.    Obtaining rental facilities.
