163.01 ESTABLISHMENT.

   (a)    The Mayor is hereby authorized and directed to appoint a Housing Counselor to assist in the administration of the Dover Community Development Program. The Housing Counselor shall be responsible to the Director of Public Service and shall be considered an employee of such department.

   (b)    The Housing Counselor shall be in the classified service of the City and shall be subject to the rules and regulations of the Municipal Civil Service Commission and the statutes relating thereto, except that appointments hereunder shall be made without the necessity of competitive examination.
