141.04 SPECIAL POLICE OFFICER UNIT; RETIRED POLICE OFFICERS ELIGIBLE; RETIREMENT BENEFITS.
   (a)   Police officers of the City who retire honorably and are not members of the collective bargaining unit and who have at least five years of service with the Dover Police Department shall be authorized to purchase their service weapon for the sum of fifty dollars ($50.00) and shall further be authorized to receive a retirement Dover Police Department identification card.
 
   (b)   Within the Department of Public Safety, a Special Officer Unit shall be created. Officers who honorably retire from the Department and who desire to be recognized as members of that Unit shall notify the Safety Director. Upon notification, these honorably retired officers, at the sole discretion of the Safety Director, may be appointed as Special Police Officers.
 
   (c)   Special Police Officers shall serve as long as the Safety Director may direct or until they resign.
 
   (d)   The position shall be voluntary and compensated at the rate of one dollar ($1.00) per year. The Safety Director shall have authority to authorize uniforms. The Unit members shall not be in the classified civil service of the City. No benefits or seniority shall accrue or continue to accrue for these Special Police Officers. They shall perform such mentoring of other officers at their sole discretion and only at the request of the Chief of Police or Safety Director. The Special Officers shall have full police powers and all police officer certifications shall be maintained.
 
   (e)   If the Officers want to perform voluntary services for the citizens of the City, they shall be permitted to do so only under the terms and conditions as established by the Safety Director and solely within the discretion of the Safety Director.
 
   (f)   If the Safety Director and the Mayor conclude that it is in the best interest of the citizens of the City, they shall have authority to add to the Special Police Unit such additional Special Officers as they appoint who are honorably retired from other Ohio police departments, Ohio sheriff deputies and Ohio Highway Patrol officers.
