125.02 COMPETITIVELY BID CONTRACTS.

   (a)    Council, pursuant to the authorization contained in Ohio R.C. 9.312, hereby provides that all competitively bid contracts authorized by Council shall hereafter be awarded to the lowest responsive and responsible bidder under the provisions of Ohio R.C. 9.312.

   (b)    All specifications for contracts prepared and made available to prospective bidders shall contain a clause stating substantially the following:

"Any contract awarded by the City pursuant to these specifications will be awarded to the lowest responsive and responsible bidder pursuant to the provisions of Section 9.312 of the General Provisions of the Ohio Revised Code. Special attention is called to 9.312 (A) relating to the listing of factors to be considered in determining when a bid is responsive and when a bidder is responsible."
