731.02 LICENSE OR PERMIT REQUIRED AND EXCEPTIONS.
   (a)    No solicitor or canvasser shall engage in business within the City limits without first obtaining a license or permit therefor in compliance with the provisions of this chapter, the Tuscarawas County fairgrounds, the farmer's market held at the fairgrounds, and the farmer's market held at the Dover City park are excluded from this chapter and the requirement to obtain a permit from the City of Dover.
   (b)    No canvasser or peddler shall engage in business within the City limits without first obtaining a license or permit therefor in compliance with the provisions of this chapter.
   (c)    Charitable, civic, and philanthropic organizations, and agents or persons employed thereby, shall be required to obtain a license as required herein, but shall be exempt from the payment of any fees required.
   (d)    During the period of any state, national, or local declared emergency, all solicitors and itinerant vendors shall be required to abide by the Center for Disease Control (CDC) and the Ohio Department of Health (ODOH) requirements and recommendations. Meeting those requirements and recommendations will protect the citizens of Dover from needless exposures to epidemics. Mask and face covering, as well as, other safety requirements as recommended by the CDC and ODOH will enhance the health, safety, and welfare of the citizens of Dover. In the event other health or safety emergencies occur, reasonable safety and health requirements may be imposed by the administration limited to the needs of the emergency.
