937.01 UTILITY BILLING DISPUTES INITIAL PROCEDURES.
   Billing disputes made by Dover utility customers, who question the amount of a bill that is owed to the City of Dover, shall be first addressed by the Dover Utility Office Billing Superintendent. The Superintendent shall attempt to resolve the dispute consistent with Dover Codified Ordinances, Ohio law, and the policies of the Dover utility billing office and policies adopted by the Dover Service Director. In the event that the customer is not satisfied with the decision of that Superintendent, the customer shall be referred to the Service Director. The Service Director shall listen to the customer and either affirm that the amount owed is correct or adjust the amount satisfactorily in conformance with Dover’s utility ordinances and billing policies.
