351.17 PARKING MOTOR VEHICLES ON PAVED DRIVEWAYS IN RESIDENTIAL NEIGHBORHOODS.
    Notwithstanding any other parking regulation in the City and in addition to all other parking restrictions in Dover, the following restrictions on parking in residential neighborhoods shall be imposed:
   (a)   No person shall park a motor vehicle on property zoned residential or in a predominately residential neighborhood, even if the zoning on a particular lot is not residential, between the front building line (or the side building line on a corner lot) and the street line unless the motor vehicle is parked on a paved driveway. A paved driveway is a driveway paved with concrete, gravel, aggregate or asphalt. Grass, dirt, or vegetation areas shall not be used for parking as stated herein. Predominately residential means that the street has no less than seventy-five percent (75%) of the lots on any street or block of a street zoned or used for residential purposes. Front building lines and side building lines shall have the same meaning as provided in Sections 1151.02 and 1153.04.
   (b)   Parking in other areas of lots located in residential neighborhoods, not otherwise addressed in subsection (a)(1) of this section and where permitted by Dover City Ordinances, shall also be improved with concrete, gravel, aggregate or asphalt to assure a safe and otherwise appropriate parking area that will be kept in a manner consistent with this section.
   (c)   Nothing in this section shall be construed to alter the terms of long-term outdoor storage of vehicles or other parking regulations contained in Chapter 351.
   (d)   No person shall park a motor vehicle to obstruct a private driveway or private street.
   (e)   Notwithstanding any other section of Chapter 351, whoever violates this section is guilty of a minor misdemeanor. Each day shall constitute a separate violation.
