1505.07 FIRE HYDRANT USE AND OBSTRUCTION.
(a) No person, unless authorized by the proper authority (presently the Mayor, Safety Director, Fire Chief or their designees), shall open any fire hydrant for any purpose, or make use of water therefrom, or willfully damage the same, or place any building material or any obstruction of any kind so as to interfere with the free access to and use of the fire hydrant.
(b) In addition to the criminal penalties provided in Section 1505.99, there shall be assessed and charged a civil charge or penalty of one hundred dollars ($100.00) per thousand gallons or any portion of a thousand gallons taken from any fire hydrant.
