1327.01 MINIMUM STANDARDS FOR BASIC EQUIPMENT AND FACILITIES.
No person shall occupy as tenant or as owner-occupant, or let to another for occupancy any dwelling or dwelling unit for the purpose of living, sleeping, cooking or eating therein, which does not comply with the following requirements:
(a) Required Facilities. Every dwelling containing dwelling units shall contain the following facilities, all properly installed to approved water and sewer systems:
(1) Kitchen sink;
(2) Flush water closet;
(3) Lavatory basin, and
(4) Bathtub or shower.
(Facilities required in subsections (a)(2) and (4) above shall be installed in such a way as to afford privacy.)
(b) Water Line Connections. Every kitchen sink, lavatory basin and bathtub or shower required by this Code shall be properly connected with both hot and cold water lines. The hot water lines shall be properly connected with supplied water heating facilities which are capable of heating water to such a temperature as to permit an adequate amount of water to be drawn at every hot water faucet of not less than 120 degrees Fahrenheit, even when the heating plant facilities required by this Code are not in operation.
(c) Garbage and Rubbish Collection. Every dwelling unit shall have adequate garbage and rubbish disposal facilities, the type and location of which are approved by the Health Commissioner or his duly authorized representative.
(d) Egress. Every dwelling unit shall have safe, unobstructed means of egress leading to safe and open space at ground level as defined by the National Building Code. For residential living units in any one structure, in excess of three, the provisions of the Ohio Building Code, as amended, shall apply in its entirety. (Ord. 15-14. Passed 4-7-14; Ord. 9-21.
