1311.09 CERTIFICATE REQUIRED BEFORE WORK.
(a) No plumbing work shall be done in the City without a certificate first being issued by the Director of Public Service, except in case of repairs or leaks which may be done without a certificate. Application for certificates shall be made in writing on a form prescribed by the Director and shall state the name of the plumbing contractor or plumbing contracting firm which is to make the plumbing installation; the name and address of the owner or owners of the building or property in which the work is to be done; the street and number of building or property in which the work is to be done; and the date the work is likely to be commenced. No other plumbing contractor can use the same certificate.
(b) A certificate shall not be issued to anyone other than a duly registered master plumber or a bona fide owner of a single dwelling in which the same is occupied by, or will be immediately occupied by the owner.
(c) A certificate, required by this chapter, may be issued to a bona fide owner of a single-family dwelling, including the usual accessory buildings and quarters used exclusively as the owner's dwelling, provided the owner will personally purchase all materials and perform all labor to install the plumbing work described in the certificate, and all work shall conform to the requirements of the State Plumbing Code and the owner will permanently occupy the dwelling.
(d) No registration is required for merely hooking up or connecting automatic washers to existing plumbing facilities.
