1311.02 DEFINITIONS.
   As used in this chapter, certain terms are defined as follows:
   (a)    "Plumbing contractor" means a person, firm or corporation engaged in the installation of plumbing in any building connected to the sewer and/or water services of the City, under written or verbal contract with the owner, lessee, contractor or person in control of the building.
   (b)    "Journeyman plumber" means a person who has been employed at his trade or plumbing for a minimum of five years, either in the employ or under the supervision of a plumbing contractor, and pursues his trade in the employ of a plumbing contractor.
   A journeyman plumber is a person who is registered and the legal possessor of a registration card of competency, as provided in this chapter, which qualifies him to supervise installation, install, alter and/or repair plumbing and drainage systems or parts thereof, as an employee. The journeyman plumber's registration card does not qualify him to enter into contracts or agreements to install or furnish plumbing materials and supplies.
   All journeyman plumbers shall register at the offices of the Director of Public Service and shall pay a yearly fee of fifteen dollars ($15.00). Only registered journeyman plumbers shall be permitted to install plumbing under the supervision of a registered master plumber.
   (c)    "Plumbing apprentice" means a person who becomes engaged in learning the plumbing trade by working under the direct supervision of a registered journeyman plumber and in the employ of a plumbing contractor, in the installation, maintenance and repair of plumbing.
Each apprentice plumber shall register at the offices of the Director of Public Service and shall pay a fee of one dollar ($1.00) per year.
   (d)    "Registration Type No. 1 or unlimited or master plumbing registration" entitles the holder to engage in all types of plumbing, water line, and sanitary and storm sewer construction, including the installation of any equipment required by these.
   (e)    "Registration Type No. 2 or limited plumbing registration" permits the holder to install all types of storm or sanitary sewers, including manholes and package or custom-built disposal tanks, and City or private water lines. All work must terminate at least five feet from the exterior of any building wall.
