The following regulations shall govern buildings not specifically governed by the Ohio Plumbing Code:
(a) General. Every building in which plumbing fixtures are installed shall have at least one three-inch stack extending full size through the roof. All vents protruding through the roof shall be at least three inches in diameter and shall extend at least six inches above the roof. Change in diameter shall be made by means of an increaser below the roof.
The vent pipe must terminate at least five feet from any window or door.
Vent pipe two and one-half inches in diameter or smaller shall rise a minimum of forty-five degrees to above the crown of the soil or waste pipe before turning horizontal, but in no case shall the vent pipe be connected to the main stack until it has risen at least two inches above the highest fixture. Vent pipes three inches in diameter or larger need not rise on a forty-five degree angle, but will be run with as much slope as is possible toward the stack and shall rise vertical as soon as possible, so as not to be unduly exposed to back water and splash waste. Where reduction occurs in vent pipes, it shall be made with the proper reduced fittings and face bushings. No unions shall be permitted in the construction of any waste or vent pipes.
Water closets, when located in the basement, need not be back vented when located not more than six feet from a sewer carrying waste from a vented fixture. Basement floor drains having a four-inch trap, when used as a shower drain, need not be back vented.
(b) Building Drains. All inside sewering shall be known as the building drain and shall be constructed of standard weight soil pipe or of salt glazed vitrified terracotta premium joint pipe or extra heavy cast-iron pipe with leaded calked joints, In the event that salt glazed vitrified terracotta premium joint pipe is used as a building drain, it shall be at least four inches in diameter. Upon immediately entering the basement, there shall be installed a four-inch Y fitting, The opening shall be extended up to the basement floor and shall be properly cemented and left for future use as a cleanout.
(c) Building Sewer.
(1) That part of the house sewer that extends from the City main sewer within three feet of the foundation shall be known as the building sewer and shall not be less than four inches in diameter.
(2) No private sewage disposal system shall be installed or maintained on property accessible to a sanitary sewer.
(3) No private sewage disposal system shall be installed until the location and the proposed methods of construction therefor have been approved by the Plumbing Inspector. Installation and construction of all private sewage disposal systems, systems, equipment and devices shall conform to the recommendation of the Ohio EPA.
(d) Material Permitted in Stack, Waste and Vent Pipes.
(1) Soil stacks may be constructed of standard weight cast-iron pipe, type "M" copper or galvanized pipe.
(2) Waste lines may be constructed of standard weight cast-iron pipe, type "M" copper or galvanized pipe.
(3) All fittings used in waste lines shall be of drainage type constructed of galvanized steel, brass, copper or tarred cast-iron soil fittings.
(4) All fittings used in vent lines need to be of drainage type but shall be constructed of the same materials as those permitted in the construction of waste lines.
(e) Water Service Pipe. All water piping from the City mains shall be three-fourths type "K" soft copper with flared fittings extending to the property lines at which point a curb stop shall be installed after which three-fourths inch type "K" copper shall be extended to the building. The water service shall be at least forty-eight inches deep to protect it from freezing. There shall be installed on the curb stop a cast-iron curb box making the curb stop accessible from the ground level.
(f) Installation of Water Heaters. Every hot water supply tank hereafter installed, replaced or relocated shall be provided with an AGA or ADME approved temperature and pressure relief valve. Every gas water heater hereafter installed, replaced or relocated shall be provided with a vent flue connected to a flue or chimney.
(g) Gas Lines. All gas lines shall be installed in accordance with rules and regulations as issued by the East Ohio Gas Company.
(h) Water Distribution Pipes. Water lines shall be of sufficient size to assure the proper functioning of all plumbing fixtures, but in no case shall it be less than one-half inch in diameter. In a residence where twelve or more plumbing fixtures are installed, water pipe trunk lines shall be at least three-fourths inch in diameter with one-half inch branches to all fixtures. Materials permitted in water lines shall be brass, or type "L" or "K" copper pipe. Fittings shall be of brass or copper.
(i) Type of Test.
(1) Basement sewers shall be tested by the water test to the basement floor level.
(2) Stacks, wastes and vents shall be tested by the water test through the roof.
(3) All sewering constructed by any licensed plumber must be inspected and approved by the Plumbing Inspector before covering the same.
