1301.04 BUILDING AND ZONING CODES ADMINISTRATOR; POWERS AND DUTIES.
   (a)    There is hereby created the position of Building and Zoning Codes Administrator. The Building and Zoning Codes Administrator shall be considered an employee of the City, and shall be appointed by the City Council. The Building and Zoning Codes Administrator shall be in the classified service of the Municipal Civil Service and subject to the rules and regulations of the Municipal Civil Service Commission and the statutes of Ohio relating to Civil Service, except that the first appointment hereunder shall be made without the necessity of competitive examination.
   (b)   It shall be the duty of the Building and Zoning Codes Administrator (hereinafter in Chapter 1300 and where applicable in the DCO as Administrator) to enforce the duties as assigned by Part 13, Chapter 1300 and Part 11, Chapter 1100 of the DCO. He shall issue registrations and certificates where permissible under the provisions of the DCO within the framework of the Ohio Revised Code (ORC) and the Ohio Administrative Code (OAC).
   (c)    The Building and Zoning Codes Administrator shall have the power to order all work stopped on construction or alteration or repair of buildings in the City when such work is being done in violation of any provision of any ordinance relating thereto, or in violation of the Zoning Ordinance. Work shall not be resumed after the issuance of such an order except on the written permission of the Inspector, provided, that if the stop order is an oral one, it shall be followed by a written stop order within an hour. Such written stop order may be served by the Inspector or any Policeman.
   (d)   As a term and condition of the issuance of a certificate or registration, the person receiving the certificate or registration grants to the Building and Zoning Codes Administrator the right to make or cause to be made an entry into any building or premises where the work of altering, repairing or constructing any building or structure is going on, for the purpose of making inspections at any reasonable hour.
   (e)    The Building and Zoning Codes Administrator shall be considered an employee of the Department of Public Service and be under the supervision of the Director of Public Service; and shall be subject to and entitled to all the present rights, privileges and benefits according to the other City employees.
   (f)    The salary of the Building and Zoning Codes Administrator shall be as set by ordinance payable bi-weekly. The work week shall be forty (40) hours and for all overtime worked, the Inspector shall be granted compensating time off.
   (g)    The Building and Zoning Codes Administrator shall be furnished a means of travel by the City in order to perform his duties as Building and Zoning Codes Administrator, and until such time as a vehicle is provided and during the time that such employee uses his own vehicle, he shall be paid and reimbursed a mileage allowance as provided by ordinance.
