931.02 DESIGNATION OF PLACES AND AGENTS.

   To carry out the collections, it is necessary for Council to designate agents or places where electric bills may be paid and to provide that certain qualifications shall be set up by the Utility Department, subject to the approval of Council, before any corporation shall be designated as a collecting agent.
