929.02 CONTAINER AND PLACEMENT REQUIREMENTS.
   (a)    Each dwelling, commercial and institutional occupant shall place his garbage and refuse at the curb line or alley line and shall provide for itself and at its own expense, one or more of the following containers:
      (1)    Refuse containers may be metal, rubber, or plastic, not to exceed thirty gallons of capacity. Disposable polyethylene bags designed to be used as containers may be used and are to be sealed or closed at the top. Metal tubs or disposable boxes may be used as containers for ashes, yard clippings or paper.
      (2)    Garbage containers may be metal, rubber or plastic, watertight containers not to exceed thirty gallons of capacity. Garbage placed in these containers shall be drained and wrapped tightly in newspaper, plastic bags or treated waterproof bags.
      (3)    Garbage and rubbish may be mixed in any of the above named containers.
   (b)    Additional items not fitting within the containers named above shall be collected by the garbage and refuse service as follows:
      (1)    Bundles of brush, hedge and tree trimmings, cardboard, paper, wood, etc. may be placed as designated herein for collection. Bundles shall be securely tied and shall not exceed four feet in length, two feet in diameter, nor weigh more than fifty pounds.
      (2)    Furniture and housekeeping appliances such as, but not limited to refrigerators, stoves, washing machines, dryers, freezers, hot water heaters, beds, springs, mattresses, sofas, overstuffed furniture, swing sets, carpets, etc. shall be picked up at the same time as garbage and refuse service if possible. Appliances and other large items shall be placed for pickup by the trash contractor only if placed in a method that is safe and not a danger to other citizens and children. Mattresses and furniture that has material that could hold harmful pests shall be enclosed in the large bags supplied by the contractor and available through the city. Otherwise, such items may be picked up separately by the City or garbage and refuse service provided herein.
      (3)    Christmas trees shall be collected by the garbage and refuse service during the Christmas season. The trees shall be picked up at the same time as garbage and other refuse is collected.
   
   (c)    Each container placed at the curb of a street or alley as designated above and each other item set out for collection shall be placed at such location no earlier than twenty-four hours prior to the regular date for collection in the locality as established by the Director of Public Service. The containers shall be removed from the required street location within twenty-four hours after the collection has taken place. Trash containers shall be allowed to be stored along an alley in such a fashion as to allow safe use and travel along the alley.
   
   (d)    No person shall deposit garbage or refuse in violation of this section or otherwise fail to comply with the requirements set forth herein.
   (e)    From the time of placement of recyclable rubbish at the curb or alley by a resident for collection in accordance herewith such recyclable rubbish shall become and be the property of the City or its authorized agent. It shall be a violation of this section for any person without authority from the City to collect, pick up, remove or cause to be collected, picked up or removed any recyclable rubbish and each such collection, picking up.
