928.18 SURCHARGES.
   All persons discharging sewage or industrial wastes exceeding strengths of normal sewage but acceptable for discharge into the WWTP shall be subject to a monthly surcharge determined on the basis of the following parameters:
    (a)    "Normal sewage" means sewage with a daily average of not more than 300 parts per million of suspended solids, and not more than 250 parts per million of BOD, and not more than 20 parts per million of phosphate, and not more than 15 parts per million of ammonia.
    (b)    The surcharge per person shall be determined as follows: The excessive pounds of biochemical oxygen demand (BOD), suspended solids, phosphates, ammonia, and oil and grease will be computed by multiplying the person's sewage flow volume in million gallons per day by the constant 8.345 and then multiplying this product by the difference between the person's concentrations of biochemical oxygen demand (BOD), suspended solids, phosphates, ammonia, and oil and grease and the normal concentrations provided in Chapter 927 in parts per million by weight. The surcharge for each constituent will then be determined by multiplying the excess pounds of each constituent by the appropriate rate of surcharge provided in Chapter 927. This product will then be multiplied by the number of days in the billing period to determine the surcharge.
   (c)    Any surcharge assessed for excess pollutants shall be in addition to normal charges and shall not relieve the discharger of liability for inhibition, pass through or damage caused by such discharge.
