927.25 SEWER LINE SPECIFICATIONS.
   (a)   There is hereby required on all additions, replacements and connections of the City sanitary sewer systems main lines the use either of the following:
      (1)   Vitrified clay pipe with premium type joint in conformity with ASTM Specifications C425.60T and its revisions and its installation shall be in conformity with ASTM Specifications C1258T and its revisions;
      (2)   Polyvinyl chloride pipe using the City of Dover’s specifications, including cured-in-place lining systems.
Consumer service lines from the main to the building may use the above described vitrified clay pipe or the polyvinyl chloride pipe Material Specifications ASTM-D3034 and Joint Specification ASTM-D3212 and installed according to approved ASTM standards.

   (b)   There is hereby prohibited the use of a vitrified clay pipe having a joint commonly known as a slip seal joint in such sewer lines.
   (c)   (1)   Such additions, replacements and connections shall be in accordance with this chapter and with the plans, specifications and profiles approved by Council, and the installations and connections shall be subject to the final approval of a representative of the Water/Wastewater Department.
      (2)   A contractor must have a suitable mechanical compaction device on the job site before any work can be started on the installation of a sanitary sewer lateral or main line.
      (3)   When any pipe permitted by this chapter is used, the sewer line contractor shall not backfill any of the pipe until a representative of the Water/Wastewater Department certifies that the pipe conforms to this chapter. Backfilling of pipe shall only be done in the presence of a representative of the Water/Wastewater Department in order for the inspector to certify that the pipe has been compacted according to the requirements of this chapter. Failure of a contractor to conform to these requirements shall be reason to revoke his license for doing such work. Certification by a representative of the Water/Wastewater Department shall be done by the use of a written format.
   (d)   All costs and expense incidental to the installation and connection of a building sewer (sanitary sewer lateral) shall be borne by the owner. The owner shall indemnify the City from any loss or damage that may directly or indirectly by occasioned by the installation of the building sewer. (Ord. 3-86. Passed 3-17-86.)
   (e)   A separate and independent building sewer (sanitary sewer lateral) shall be provided for every building. Except for high-rise buildings with multiple occupancy units may be served by one lateral sewer connection for the entire building.

   (f)   Old building sewers may be used in connection with new buildings only when they are found, on examination and test by a representative of the Water/Wastewater Department, to meet all requirements of this chapter.
   (g)   Whenever possible, the sanitary sewer lateral shall be brought to the building at an elevation below the basement floor. In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary wastewater carried by such building drain shall be lifted by an approved means and discharged to the building sewer.
   (h)   No person shall make connection of roof downspouts, exterior foundation drains, areaway drains or other sources of surface runoff, or groundwater to a building sewer or building drain which in turn is connected directly or indirectly to a public sanitary sewer.
   (i)   The connection of the building sewer into the public sewer shall be made at the “Y” branch, if such branch is available at a suitable location. If a suitable location does not exist, a portion of the existing public sewer may be removed by cutting the pipe with an abrasive saw. To insert a new “Y” branch into the sewer, remove the bell of the new “Y” branch with an abrasive saw, place the new “Y” branch in position and use a stainless steel dresser type clamp with a neoprene liner at each end of the new “Y” branch in order to connect to the existing public sewer in an entirely watertight manner.
      (1)   The applicant for the building sewer permit shall notify the representative of the Water/Wastewater Department when the building sewer is ready for inspection and connection to the public sewer. The connection shall be made under the supervision of the representative. Backfilling shall be permitted only after the inspection has been completed.
      (2)    All excavations for a building sewer installation shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the City.
   (j)    Whenever a building within the City having a connection to the City sewer line is torn down or otherwise permanently abandoned, the owner of that building, his agents, or assigns shall ensure that the connection between the sewer line and that building is permanently closed off.
      (1)    The closing shall be made at the curbside or at the place where the owner's sewer line joins the public line.
      (2)    The closing shall be done using hydraulic cement or other permanent substance in order to ensure that no seepage occurs.
      (3)    Such closing shall be made within ten days after the owner's sewer line is permanently abandoned. (Ord. 3-86. Passed 3-17-86; Ord. 54-88. Passed 9-26-88.)
