927.24 SEWER CONNECTIONS.
   (a)    Only an authorized person shall be permitted to construct, connect or build a sewer to be connected with the sanitary sewer system of the City. The owner, occupant or agent of the premises to be so connected shall first submit to the Director of Public Service the proposed plans for the construction of a sanitary sewer for and in any premises to be connected with the sanitary sewer system of the City. The Director of Public Service prior to the issuance of such permit, shall make an inspection of the premises sought to be sewered and connected to the City's sanitary sewer system, and shall determine that storm water, as defined in Section 927.03 will not be discharged from any premises into the City sanitary sewer system.

   (b)   There shall be one class of building sewer permit applicable to all types of sanitary sewer service including residential, commercial and industrial wastes. All permits shall be issued by the City Utility Office of the City and a permit fee is hereby established for each permit. The owner or his agent shall make application for such a permit on the form furnished by the City before work is commenced. In no case shall such work be commenced and prosecuted unless such permit is issued and is on the premises of and in the possession of the person doing the work authorized by the permit. Each permit shall give the correct name and number of house, building or establishment and the lot or sublot upon which the same is located for the work provided for in the permit. Information shall be so stated on the permit as to sufficiently define by description the premises to be so served and to clearly delineate the location of the premises to be so served upon the map of the City’s sewage system. The permit application shall be supplemented by any plans, specifications or other information required by the Water/Wastewater Department as pertinent to cover the proposed work for which a permit is issued.    (c)   All inspection of work provided by the permit authorized by subsection (a) and (b) hereof shall be under the supervision of the Director of Public Service.
