927.21 ANNUAL AUDIT OF RATES.

   At the beginning of each year an annual audit shall be made which shall accurately account for revenues generated by the system and expenditures for operations and maintenance (including replacement) of the treatment and collection system, based on an adequate budget identifying the basis for determining the annual operation and maintenance costs and the costs of personnel, material, energy, chemicals and administration.
