926.06 RULES AND REGULATIONS.

   The Service Director shall make and enforce such rules and regulations as may be deemed necessary for the enforcement of the provisions hereof, including periodic adjustment of rates, for the proper determination and collection on the rates and charges herein provided for the economical management of the system. Such rules and regulations, when not repugnant to existing ordinances of the City or laws of the State, shall have the same force and effect as ordinance of Council.
