925.14 OWNER TO MAINTAIN PRIVATE WATER LINES.
   (a)   Every owner or occupant of lands, lots, buildings, or premises served by or connected to the Municipal Waterworks System of the City, must maintain and keep in a state of good repair all private waterlines upon his property or over which he has control.
   (b)   If the superintendent of the water department, upon inspection or complaint, determines that a private waterline has not been maintained as stated in subsection (a) above or that water, for any reason, is leaking from waterlines under the control of said property owners, he shall notify the property owner to repair said leaking waterlines within ten days of the receipt of said notice.
   (c)   The notice referred to in subsection (b) above shall be by certified mail return receipt requested and shall be served upon the owner or occupant of the premises.

   (d)   If the owner or occupant fails to repair such waterline within ten days of receipt of the notice, the Water Department shall discontinue service to that property until such time as the Water Department is notified by the property owner of the repair to such line.
