925.08 DESIGNATION OF PLACES AND AGENTS.
To carry out such collections, it is necessary for Council to designate agents or places where the water, sewer, and trash bills may be paid and to provide that certain qualifications shall be set up by the Utility Department subject to the approval of Council before any person, firm or corporation shall be designated as a collecting agent.
