905.09 PLACING MATERIALS ON PUBLIC PROPERTY.
   (a)   No person shall deposit, place, store or maintain upon any public place of the City, any stone, brick, sand, concrete or other minerals which may impede the free passage of water, air and fertilizer to the roots of any tree growing therein, except by written permit of the Director of Public Service.
   (b)   Section 311.01 of the Traffic Code shall apply to all tree trimming, tree removal or tree surgery performed by any person within the City.
   (c)   No person subject to the provisions of Section 905.05(e) shall engage in the business of tree trimming, tree removal or tree surgery on Sunday.
   (d)    No person in the City shall conduct any tree trimming, tree removal or tree surgery on Sunday, or where the branches or tree limbs would, in falling, block a street or alley.
   (e)    Emergency work may be done on trees damaged by lightning, storms or other acts of God, by permission of the Director of Public Service, who must first be notified when any street or other thoroughfare is to be blocked by tree trimming, tree removal, or tree surgery.
