903.05 LOCATION.
   (a)   Sidewalks shall be required on both sides of all streets in new subdivisions and on existing streets that are being extended. Construction of the sidewalks shall occur when buildings are being built on the lots or parcels of land. Sidewalks shall also be required on all existing streets within the City when new buildings are being built on lots or parcels of land adjacent to the street; except, construction of sidewalks may be waived by the Service Director where fifty percent (50%) of the lots fronting on a street within that block do not have sidewalks, and where no public purpose would be served by the construction of sidewalks.

   (b)   (1)   Construction of sidewalks shall occur no later than twelve months from the date of the issuance of a building permit unless extended by the zoning inspector for a reasonable period of time not to exceed an additional twelve months for good cause.
      (2)   In all new subdivisions and on existing streets that are being extended sidewalks shall be installed no later than three years from the date of the filing of the plat by the developer or the landowner unless extended for a reasonable period of time not to exceed two years by the building and zoning inspector for good cause.
