902.04 LOCATION.

   (a)   Curbs shall be required on both sides of all streets in new subdivisions and on existing streets; except, streets that are permitted to have ditches for drainage purposes are not required to have curbs. Construction of the curbs shall occur when the streets are being installed, or in the case of existing streets where curbs do not exist, construction shall occur when new buildings are being built on lots or parcels of land adjacent to a street; except, construction of curbs may be waived by the Service Director where fifty percent (50%) of the lots fronting on a street within that block do not have curbs, and where no public purpose would be served by the construction of curbs.    (b)   Construction of curbs shall occur no later than twelve months from the date of the issuance of a building permit in the case of existing streets.
