901.03 SEALING PROHIBITED.

   (a)   No person shall alter that portion of the surface of an existing street or street right of way known as the curb strip without first obtaining City approval pursuant to the procedure set forth in Section 901.04.

   (b)   Unless otherwise permitted pursuant to the application process established in Section 901.04, all curb strip surfaces installed after the effective date of the within section shall be of grass, and shall not consist of concrete, stone or aggregate, non-organic materials, or organic materials other than grass.
