All grades of sidewalks, unless otherwise determined by the council, shall at the outer edge thereof, be at least six inches (6") above the grade of the streets on which the sidewalks are located and the sidewalks shall slope toward the street with pitch of one inch (1") in every four feet (4') except as otherwise provided by ordinance.
