All grades for streets in the city shall be on the centerline thereof and the fixed points shall be at the center of the intersection of the streets with each other or at the points at which, if they were extended, the streets would intersect or at other points in the centerline of the streets authorized and definitely located and all grades between established grade points shall be straight lines drawn from one fixed point to the nearest fixed point thereto.
