Funding for the commission comes primarily from fines levied against persons who commit violations of city ordinances and are sentenced to court supervision pursuant to 730 Illinois Compiled Statutes 5/5-6-3.1, which authorizes such fines to be contributed to a "local anticrime program", as defined in section 7 of the anti-crime advisory council act.
