(a) Any resident who shall violate any provision of this chapter shall be responsible for a civil infraction as defined in Chapter 212 of the Codified Ordinances of Dimondale and shall be fined accordingly. Each day this chapter is violated shall be considered as a separate violation.
(b) This chapter shall be enforced by the Village Code Enforcement Officer or Village Manager or other authorized Village Officers or Personnel.
(c) A violation of this chapter is hereby declared to be a nuisance per se and is declared to be offensive to the public health, safety and welfare.
(d) In addition to enforcing this chapter through the use of civil infraction proceedings, the Village may initiate proceedings in a proper court of jurisdiction to abate or eliminate the nuisance per se or any other violation of this chapter.
(e) If any section, provision or clause of this chapter or of the application thereof to any resident or circumstances is held invalid, such invalidity shall not affect any remaining portions of the application of this chapter, which can be given effect without the invalid portion or application.
