Before any contractor or person similarly engaged may proceed to enter into a project involving construction or excavation on Village property or the public right of way in the Village, such contractor or other person shall have executed and delivered to the Clerk a policy of liability insurance for the benefit of such persons who may be injured through the negligence of such contractor or other person in said project.
