The requirements of this chapter, its various parts, sections and clauses thereof are hereby declared to be severable. If any part, sentence, paragraph, section or clause is adjudged unconstitutional or invalid, it is hereby provided that the remainder of this chapter shall not be affected thereby. Whenever the requirements of this chapter are at variance with the requirements of any other applicable rules, regulations or laws the most restrictive or that imposing the highest standard shall govern.
