No person shall knowingly make any false statement, representation or certification in any application, record, report, plan or other document filed or required to be maintained pursuant to this chapter, or in any wastewater contribution permit, or falsify, tamper with or knowingly render inaccurate any monitoring device or method required under this chapter. In addition to the penalty provided in Section 1040.99, an offender may be subject to the provisions of 18 USC 1001 relating to fraud and false statements and the provisions of Section 309(c)(4) of the Act, as amended, governing false statements, representations or certifications. For the purpose of this section, the term "person" shall mean, in addition to the definition contained in Section 502(5) of the Act, any responsible corporate officer.
