If any wastewaters or waters as heretofore described in Sections 1040.07 to 1040.11 are discharged or are proposed to be discharged to the POTW, which contain the substances or possess the characteristics enumerated in such sections, or which, in the judgment of the Superintendent, may have a deleterious effect upon the sewage works, equipment or receiving waters, or which otherwise create hazards of life or constitute a public nuisance, the Village may, where necessary in the opinion of the Superintendent:
(a) Reject the waste;
(b) Require the owner to control the quantities and rates of discharge of such waters or waste to meet all applicable State and Federal regulations, including the NPDES permit;
(c) Require the owner to provide, at the owner's sole expense, such preliminary treatment as may be necessary to:
(1) Reduce the BOD to 300 parts per million, the suspended solids to 350 mg/l, the chlorine demands to fifty mg/l and the phosphorous to five mg/l; and/or
(3) Require the owner to pay the added costs of handling and treating the wastes not covered by existing sewer charges.
