The owners of all dwellings, buildings, structures or properties used for human occupancy, employment, recreation or other purposes, situated within the Village or within the established sewer assessment districts in the Charter Township of Windsor, abutting any street, alley or right-of-way in which there is now located, or may in the future be located, a public sanitary or combined sewer of the Village, shall, at their own expense, install suitable toilet facilities and other sanitary conveniences therein and connect such facilities to the available sanitary sewer system.
