The Council Committee on Streets shall, from time to time, report to Council on those sections of sidewalks in the Village which are in need of repair. Council shall accept or amend the report of the Committee and resolve that the specified sections of the sidewalk are in need of repair. The Clerk shall notify the abutting property owners of the resolution of Council and it shall be the duty of each abutting property owner to repair all sections of sidewalk deemed to be in need of repair within thirty days after said notice.
