The Village of Dimondale has determined that establishing procedures and methods for the recovery of costs associated with emergency responses to the release of hazardous materials, establishing the appropriate amount to be charged for such services, and establishing a liability for costs associated with a response to a hazardous materials release, are necessary to the health, safety and welfare of the Village and its population, and that such recovery is necessary to fairly allocate costs in connection with such activities.
