§ 73.06 PLOWING AFTER SNOWFALL AND OTHER STREET MAINTENANCE.
   (A)   When deemed necessary to plow streets after a snowfall, if vehicles or trailers are on the street after the plows pass for a period of 24 hours or more, the vehicle may be towed at the owner’s expense. For purposes of this section, any person who operates or allows another to operate his or her vehicle or trailer on the public roads or streets of the city shall be deemed to have consented to the removal and storage of said vehicle or trailer under the terms of this section, and consent shall extend to the storage thereof without liability for any damage to such vehicle or trailer or its contents while being removed or stored.
   (B)   Whenever the city finds any unattended vehicle or trailer obstructing the traffic on any street or right-of-way, or obstructing the entrance of any private driveway, or interfering with the maintenance, garbage/recycling collection, cleaning, repair or snow removal on streets or right-of-way, the the city may remove the vehicle or trailer at the owner’s expense.
