(A) Purpose. It is the purpose of this section to provide for the recovery of costs from users of the City of Dilworth wastewater collection system for the implementation of the program established herein. The applicable charges or fees shall be set forth in the City of Dilworth Schedule of Charges and Fees and approved by City of Dilworth City Council.
(B) Charges and fees. The City of Dilworth shall adopt charges and fees which may include:
(1) Charges for monitoring, inspections and surveillance procedures;
(2) Fees for permit applications;
(3) Appeal fees; and
(4) Other fees and/or charges as may be deemed necessary to carry out the requirements contained herein.
(C) Setting rates. For the months of November through April, excluding months with no water usage, sewer rates are based on actual monthly water usage. May through October rates are based on an average monthly sewer bill of November through April, excluding months with no usage.
(D) New residential customers (May through October only). To calculate sewer rates of new residential customers, monthly water usage is set at 4,500 gallons.
