All connections with any water main, tapping of mains and insertion of stopcocks shall be made under the supervision of the city; and all service or other pipes to be laid in the streets, alleys or public grounds shall be laid under supervision of the city and compliances with all of the ordinances. The cost of making such connection shall be borne by the consumer.
