All solid waste and no sort recycling in the city shall be collected by a private hauler, conveyed and disposed of under supervision of the Council. No other private hauler is permitted to collect in the City of Dilworth. The Council shall have the authority to make rules and regulations concerning collection as it deems necessary provided that such are not contrary to the provisions of this chapter.
