Every license issued under the provisions of this chapter may be revoked by the City Council at any time for a violation of this chapter. A conviction of a violation of this chapter shall be prima facie evidence of the violation and may be a sole cause for the revocation of this license. The City Council may also revoke the license for violations reported to the City Council, after proper hearing allowing the licensee to appear and contest written allegations of violations of this chapter.
