It shall be the duty of every pawnbroker to report to the Police Department any article pledged with him or her or sought to be pledged with him or her, or sold to him or her or sought to be sold to him or her if he or she shall have any reason to believe that said article was stolen. A pawnbroker shall forfeit all rights to any property or thing of value pledged or sold to him or her if such item shall be found to have been stolen.
