Every pawnbroker licensed to do business in the city shall keep a record of every article pledged with him or her or sold to him or her and these records shall be open to the inspection of any police officer at any time during normal hours of business, in accordance with § 10.20 of this code of ordinances. Such records shall include on consecutively numbered tickets an accurate description of the merchandise, property or other thing of value pledged with him or her or sold to him or her, each ticket to contain a thumbprint of the person delivering the item to him or her. Copies of all such tickets shall be delivered on a daily basis to the Police Department by 3:00 p.m. on the next day following delivery of the item to the pawnbroker. All items sold or pledged must be retained for a minimum period of 48 hours by the pawnbroker after the delivery of such tickets to the Police Department. Every pawnbroker shall keep records of the name and address of the person to whom any pawned merchandise is sold.
