(A) The application for a license shall be in writing to the City Council and signed and verified by the applicant on forms to be provided by the City Administrator.
(B) Such application shall state:
(1) The name of the applicant and all persons associated with him or her in the business or having an interest therein;
(2) The place where such business is to be conducted;
(3) The present place of business of the applicant; and
(4) Proof, satisfactory to the City Council, that the applicant is:
(a) The possessor of a license from the state to deal in the sale of used motor vehicles; or
(b) Exempt from the license provisions for the state for the sale of used motor vehicles.
